The Legislative Council has passed the Betting Duty (Amendment) Bill following its third reading to regulate basketball betting. A license for conducting basketball betting will be granted to the Hong Kong Jockey Club (HKJC).
The Bill was approved with a majority, receiving 77 votes in favor, 2 votes against, and 2 abstentions on Thursday (Sep 11).
Several lawmakers expressed their support for the amendment, notably Financial sector representative Ronick Chan Chun-ying, who articulated that the regulation of basketball betting does not constitute an endorsement of gambling; rather, it serves to redirect citizens away from illegal gambling activities.
Speaking to the media after the passage of the Bill, Secretary for Home and Youth Affairs Alice Mak Mei-kuen stated that the government attaches great importance on the prevention of gambling-related issues, particularly those impacting young individuals.
She reiterated that the authorities will adopt a multi-pronged strategy to combat illegal gambling activities and underscored the critical role of law enforcement.
She added that the government plans to increase resources for the Ping Wo Fund and review the effectiveness of the four existing counseling and treatment centers regarding gambling-related issues.
HKJC on Thursday welcomes the bill's passage and the issuance of a basketball betting licence to the Club as the sole operator.
HKJC said it will continue to work closely with the government to combat illegal gambling. "The Club will remain steadfast in implementing its stringent 'Responsible Gambling' policy and measures, and continue to support charities and sports development in Hong Kong through its unique integrated business model."
According to sources, HKJC is anticipated to require one year to develop the basketball betting system, which is expected to be operational by September 2026, in alignment with the commencement of the NBA season in October and the preseason games set to begin at the end of September.
