The Housing Bureau announced on Thursday the awarding of two operation and management contracts for Light Public Housing projects, advancing the city’s efforts to provide affordable housing.

The contracts, valued at approximately HK$86 million and HK$123 million, were awarded to a joint venture of Chevalier Property Management Limited and Sik Sik Yuen as well as another joint venture of Creative Property Services Consultants Limited and Pok Oi Hospital, respectively.
The first contract oversees four projects converting former school premises into housing, with completion expected in two phases.
The initial phase includes two sites on Shun On Road in Kwun Tong and Choi Yuen Road in Sheung Shui, providing around 240 units by the end of 2025.
The second phase covers sites on Shun Lee Tsuen Road and Chuk Yuen Road, delivering about 215 units by early 2027. Using a single operator for these sites enhances resource sharing and cost efficiency.
The second contract manages a project at Sheung On Street in Chai Wan, Hong Kong Island’s only Light Public Housing development, set to offer 1,720 units by mid-2026.
These projects build on the success of earlier Light Public Housing initiatives on Yau Pok Road in Yuen Long and Choi Hing Road in Ngau Tau Kok, which have already welcomed tenants. Two additional projects in Tuen Mun and Kai Tak are on track for completion by late 2025.
The Housing Bureau emphasized the popularity of these projects, noting their affordable rents and comprehensive facilities, which significantly improve residents’ living conditions.
By August 2025, over 26,400 applications were received for the approximate 30,000 units planned, with 9,500 units expected this year and 20,000 more in 2026.
Beyond housing, these projects provide social services and community facilities, requiring operators to manage not only property maintenance but also tailored support services.
The bureau rigorously evaluated tenderers based on their management expertise, proposed operations, and use of innovative technology to ensure high-quality service.
