Hong Kong’s National Security Department has arrested two men in Tseung Kwan O for allegedly helping wanted fugitive Kwok Fung-yee modify an insurance policy and attempt to withdraw funds from it, in violation of the Safeguarding National Security Ordinance and the Crimes Ordinance.

The two suspects, aged 68 and 35, were detained earlier this week. The older man was formally charged on Thursday morning and appeared at West Kowloon Magistrates’ Courts in the afternoon, while the younger suspect was released on bail pending further investigation.
It is understood that the two arrestees are Kwok’s father and brother.
Kwok Fung-yee is among seven fugitives publicly named by the city’s Secretary for Security last December for allegedly committing offenses endangering national security. Authorities imposed specific legal measures against these individuals, who remain at large overseas.


Police warned that handling funds linked to designated fugitives is a serious crime, punishable by up to seven years in prison. They urged the public to comply with the law and refrain from assisting individuals wanted for national security offenses.
