The Office of the Privacy Commissioner for Personal Data (PCPD) announced on Monday that they have arrested a 61-year-old Chinese man in the New Territories for allegedly disclosing the personal data of his client without his consent.
The PCPD’s investigation revealed that the victim had inquired about inspection and repair services from the suspect’s engineering company last December.
Although they initially agreed on a price, the suspect was said to have raised the quotation after inspecting the victim’s residence the same day, resulting in a heated argument. The suspect was also said to have taken photos of the victim during the commotion.
Subsequently, the victim’s personal information, including the photo, complete home address and the homophonic character of the victim’s Chinese surname, was shared on both a public and a private group on social media, accompanied by negative comments.
Following the incident, the victim filed a complaint with the PCPD. The arrested individual has been granted bail while the investigation is ongoing.
The privacy watchdog reminded the public not to dox others over personal disputes, stating individuals who commit doxxing may face a fine up to HK$1,000,000 and a maximum of five years imprisonment.
