The International English Language Testing System (IELTS) has prohibited non-residents of Hong Kong from taking its examinations in paper format within the city. Consequently, the computer test is the only available option for the affected test takers.

Starting from February 3, those who will take the IELTS paper test in Hong Kong must provide proof of residence by email at least three days prior to the scheduled test date, otherwise their test booking will be canceled and the test fee will be refunded.
Non-locals who have registered and paid for the IELTS paper test before the announcement of such policy are exempt and may proceed with their test as scheduled, the organization added.
There are no restrictions for the computer test. Non-residents can still choose to take the computer test in the city.
IELTS explained that the policy was unanimously approved by IELTS, IDP Education, and the British Council of Hong Kong.
Other countries like Thailand, Indonesia, Japan, Korea and Singapore have similar policies that prohibit non-locals from taking the paper test.
