A team of 146 mediators has been appointed to the Guangdong-Hong Kong-Macau Greater Bay Area (GBA) Mediator Panel, including 49 from Hong Kong.
Secretary for Justice Paul Lam Ting-kwok expressed optimism that the panel will help position the GBA as an international hub for business mediation.
The official list of mediators, comprising professionals from Hong Kong, Macau, and Guangdong Province, was unveiled online last month, collaboratively compiled by the legal departments of the three regions.
During a certificate presentation ceremony on Monday, Lam commended the mediators for their dedication and expertise. “Being included in the GBA Mediator Panel is a testament to your professional competence and your contributions to promoting the rule of law and resolving disputes in the region,” he said.
He underscored the significance of an effective legal framework, such as the GBA Mediation Platform, in enhancing cross-border collaboration. “Our collaborative efforts to standardize rules -- covering mediator qualifications, professional ethics, and cross-border dispute mediation practices -- will lay the foundation for making mediation a widely adopted tool in the GBA,” he said.
“These initiatives will position the region as a leading hub for international commercial dispute resolution.”
Lam also said the vital role of mediators in maintaining stability and fostering business partnerships throughout the region. “Your expertise will be instrumental in shaping the future business environment, providing essential support to businesses and residents across the three regions,” he added.
Deputy Secretary for Justice Horace Cheung Kwok-kwan reinforced Hong Kong’s leadership in mediation, describing the certified mediators as “masters” in cross-border dispute resolution.
“Hong Kong mediation has always been recognized and respected on the mainland. These mediators are the backbone of the industry, and I hope they will continue to demonstrate their professionalism, expand opportunities, and enhance Hong Kong’s global standing,” Cheung said.
Iu Ting-kwok, a mediator on the panel with over 30 years of experience in family mediation, emphasized the human aspect of mediation. “Mediation is not just about resolving legal issues; it’s about addressing emotional challenges. We must approach this work with humility and care,” he said.
Another certified mediator, Cecilia Lau Wing-yin, who has over 20 years of experience, said: “As the only city in China with a common law system and bilingual capabilities, Hong Kong plays a crucial role in cross-border dispute resolution. I look forward to using my expertise to promote harmony and opportunities in the region.”
