The incident occurred at 1.55 pm when the platform, suspended from Shek Kwai House, tilted after one of the cables snapped, leaving the workers stranded in the air.
The workers did not fall from the platform as they were wearing safety harnesses and reported the accident themselves.
Firefighters successfully rescued the duo, and one was sent to hospital after reporting feeling unwell.
The platform involved is set to be removed from the air, and the cause of the accident is under investigation.
