The fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be fully implemented on December 1, extending its coverage to include light-emitting diode (LED) lamps, gas cookers, and gas powered water heaters.

Introduced in May 2008 under the Energy Efficiency (Labelling of Products) Ordinance (Cap. 598) (Ordinance), MEELS mandates that energy labels are displayed on all prescribed products supplied in Hong Kong.
These energy labels categorize the energy performance of prescribed products into five grades, with Grade 1 being the most energy-efficient. This clear and straightforward labeling system enables consumers to make informed choices when purchasing energy-efficient products. Supplying a prescribed product without a proper energy label or one that is not a 'listed model' under the Ordinance constitutes an offense, punishable by a fine of HK$100,000. To ensure compliance, the Electrical and Mechanical Services Department (EMSD) conducts inspections at retail outlets.
With the inclusion of the fourth phase, MEELS now encompasses 11 types of products: room air conditioners, refrigerating appliances, compact fluorescent lamps, washing machines, dehumidifiers, televisions, storage-type electric water heaters, induction cookers, LED lamps, gas cookers, and gas powered water heaters.
The fourth phase of MEELS was initiated on September 1, 2023, with a transitional period of 15 months. The implementation of this phase is projected to result in an annual energy saving of approximately 570 terajoules (about 160 million kilowatt-hours), which corresponds to a reduction of roughly 75,000 tonnes of carbon emissions annually. Consequently, the total energy consumption in the residential sector covered by MEELS is expected to significantly increase from about 50 percent to approximately 80 percent.
