Safety has always been the most important principle in the revitalisation of the Married Inspectors’ Quarters ("Block 4") at Tai Kwun, which is the only historic building yet to be restored due to the partial collapse in 2016. Since then, The Jockey Club CPS Limited (“JCCPS”) has devoted considerable effort to revitalising Block 4.

Following the removal of unsafe parts of the rooftop, 2/F and 1/F of Block 4, with the permit under Section 6 of the Antiquities and Monuments Ordinance, JCCPS will present a revitalisation scheme for Block 4 to the Antiquities Advisory Board on 12 September 2024.
The revitalisation scheme for Block 4 aims to safely open the area as an outdoor space for public benefit, while retaining and reusing heritage elements as much as practicable. Specifically, it is proposed to revitalise Block 4 into a sheltered semi-outdoor space which can be used for a permanent heritage exhibition and other activities, from arts performances to sculpture installations. Salvaged materials will be reused where feasible, preserving a tangible connection to the building’s past.
The proposed scheme, based on the Conserve-as-Found concept, will seek to demonstrate a sensitive balance between public safety and heritage conservation. It will also facilitate future interpretation of Block 4’s history.
As a responsible and non-profit making operator of Tai Kwun, JCCPS will continue to work closely with the HKSAR Government and provide timely updates to the community. The aim is to complete the revitalisation of Block 4, providing another arts and cultural space for Hong Kong people and visitors to enjoy.
