The independent expert appointed by the Hospital Authority (HA) confirmed that the coating thickness and weight of the cable trunkings at the Kwong Wah Hospital Redevelopment project did not meet the standards stated in the contract.
HA announced Thursday that it received the report submitted by the independent expert, with the test data showing that the thickness of the cable trunking coating material is less than the standard of 20μm.
The report also confirmed the weight of the coating material does not meet the relevant standard of 275 grams per square meter.
HA has requested the contractor to conduct a detailed investigation and explain the reason for the violation regarding the test results and terms of the contract.
It stressed that it will pursue its liabilities in accordance with the contract terms and has also instructed the project consultant and contractor to reinstall the substandard cable trunking without affecting the operation of the hospital, and bear the additional expenses and losses incurred due to the incident.
HA emphasized that the coating covers the metal shell of the cable trunking to prevent rusting and does not pose additional risks to public safety or impact the building's structure. However, the substandard thickness of the coating may limit the durability of trunking.
Separately, the Architectural Services Department said Thursday that it is following up on the matter with relevant government departments and public organizations responsible for public works projects to take samples and arrange testing by accredited laboratories regarding approximately 148 ongoing works contracts involving cable trunkings.
It added that the sample testing of the first batch involving around 38 contracts is expected to be completed within three to four weeks.
The Department said it will claim the contractor any additional expenses and losses incurred if any non-compliance with the required coating thickness under the contract is found.
