The incident happened at 12.02pm. The pedestrian was reportedly crossing the road when the van, driven by the 24-year-old man, was traveling westbound along Kornhill Road.
A Samaritan offered first aid to the old man who was in unconscious state, as shown in a video that went online. Medics then arrived and rushed him to Pamela Youde Nethersole Eastern Hospital but he was certified dead at 12.44pm.
The scene was cordoned off for investigation and parts kept inside the van fell onto the ground after the collision. The windshield of the van shattered and a 33 meter-long tire track could be spotted at the scene.
Officers believed that the fatal incident happened because the pedestrian didn't use any road crossing facilities when crossing the road after preliminary investigation.
The driver was arrested for dangerous driving causing death. He has been released on bail and is required to report back to Police in early April.
Investigation by the Special Investigation Team of Traffic, Hong Kong Island is underway.
Police urged anyone who witnessed the accident or has any information to offer to contact the investigating officers on 3660 6800 or 3660 6848.
