Kitty Choi Kit-yu, former Director of Administration, was appointed consultant to Director of Broadcasting today.
The arrangement was announced to all workers at RTHK through an internal email this afternoon.
Choi served the government as the Head of the Efficiency Unit between 2006 and 2009, and as the Deputy Secretary for Food and Health (Food) between 2009 and 2012. She was then appointed as the Director of Administration. Choi retired in 2019.
Another new position, senior manager of special support, has been created and filled by Cheung Yan-chi, former Assistant Secretary for Commerce and Economic Development Bureau who specialized in communications and creative industries.
RTHK replied that consultant to Director of Broadingcasting is a temporary contract position. Its main duties would be to execute the recommendations posed in the review report, regarding mechanisms for editorial management and complaints handling. It is also responsible for providing suggestions to the Director of Broadcasting .
In February the government released the Governance & Management of RTHK Review Report, and outlined the major findings and recommendations on improvement measures.
Six areas were covered in the report, mechanisms for editorial management and complaints handling, performance measurement and evaluation, management of RTHK's workforce, financial management, stores and procurement, as well as information technology management.
The government explained that a team was established to review RTHK management because of public concerns and repeated breaches of the relevant codes of practice.
RTHK also opened other positions including senior manager of special support, to provide assistance in executing the recommendations posed in the review report.
The Director of Broadcasting, with the management and all staffers will fully implement the recommendations, according to RTHK.
The second meeting for the review report will take place on May 25 in the Legislative Council. The Director of Broadcasting Patrick Li Pak Chuen is expected to attend the meeting.
