The incident happened late on Monday night in Chai Wan’s Hing Man estate.
According to photos and videos uploaded by councillor Tse Miu-yee, a group of six people was seen playing card games without wearing face masks. Security guards were heard telling them that gatherings of more than four people are banned.
Police said Tse and her assistant got into an argument with one of the group during the filming, and the assistant was struck on the hand.
A man was later arrested on suspicion of common assault.
The assistant was taken hospital for treatment, while Tse was also sent to hospital after saying she felt unwell.
She later wrote on social media that she is okay now, and that those involved in the incident must be brought to justice.
