Citizens and tourists are prohibited from entering the Sham Wan Restricted Area on Lamma Island effective immediately until October 31 in order to safeguard the nesting turtles that inhabit the area.
The restricted area encompasses a beach spanning approximately 0.5 hectares and an adjoining sea inlet covering about 98.2 hectares.
The green sea turtle, an endangered species, is protected by the Wild Animals Protection Ordinance (Cap. 170) in Hong Kong. It is the sole sea turtle species known to nest in Hong Kong periodically.
"By designating the Sham Wan Restricted Area, the government aims to preserve green turtles and their breeding ground, thereby positively impacting their long-term survival and reproductive success," said a spokesman from the Agriculture, Fisheries and Conservation Department.
"During the nesting period, green turtles tend to remain in the waters near their natal beaches. This critical time makes them particularly vulnerable to human disturbances, which can frighten them and lead to the abandonment of their nesting attempts. To mitigate this risk, AFCD staff will conduct regular patrols to prevent unauthorized entry into the area and to monitor the nesting activities of the green turtles," he said. Anyone found entering the restricted area without permission may face a maximum fine of HK$50,000 upon conviction.
Nature wardens will also be involved in patrolling the restricted area during this period. Their responsibilities will include preventing unauthorized activities and monitoring the nesting behaviors of the green turtles.
Remote surveillance cameras have been deployed to monitor nesting activities and promptly respond to any illegal actions.
To ensure the habitat is suitable for green turtle breeding, the AFCD will conduct regular inspections of the Sham Wan Restricted Area.
This includes the removal of abandoned fishing nets, garbage and unwanted vegetation. These efforts contribute to maintaining a favorable environment for the green turtles.
The sandy beach at Sham Wan was designated as a Restricted Area under the Wild Animals Protection Ordinance (Cap. 170) in 1999 due to the scientific significance of the beach and the adjacent shallow water.
It remains the only site in Hong Kong and one of the few in the South China Sea where endangered green turtles nest periodically.
