The West Kowloon Cultural District Authority has signed a HK$3 billion 10-year banking facility with ICBC (Asia), strengthening financial resources for one of Asia's largest cultural projects while addressing cashflow needs through strategic commercial development.
The landmark agreement provides long-term liquidity as the Authority advances revenue-generating initiatives including the Art Park Towers commercial project and residential development in Zone 2B, both expected to deliver stable income streams by 2027.
For residential development, the Town Planning Board approved the Zone 2B project in June 2025. Tender preparation is underway, with conditions expected to be met this year, though timing depends on market conditions and Development Bureau approval.
Bernard Charnwut Chan, WKCDA board chairman, emphasized the facility's significance: "The 10-year term far exceeds similar loans to other public organisations, reflecting market confidence in WestK's long-term development. This provides stable resources for our public missions and is crucial for achieving financial sustainability."

Liu Yagan, chairman of ICBC (Asia), added: "ICBC (Asia) aligns closely with WestK's global positioning. We will support the Authority in leveraging WestK's strengths as a world-class cultural hub, fostering artistic growth in Hong Kong and across the country."
WestK attracted over 17 million visitors in 2025, a 13 percent increase from 2024. M+ museum recorded 2.6 million visitors while the Hong Kong Palace Museum welcomed 1 million, with its "Ancient Egypt Unveiled: Treasures from Egyptian Museums", drawing 220,000 attendees since November.

Performing arts events attracted 260,000 attendees, with the "Freespace Jazz Fest" achieving a record 100,000 participants.
The West Kowloon Performing Arts Centre is set to complete construction this year and open in 2027. It will feature a 1,450-seat grand theater, 600-seat medium theater, and 270-seat studio theater, plus rehearsal space, dining, and rentable venues for events.
The "WestK Academy" launches in Q2 2026 offering professional training in performing arts and museum management. A new ferry service connecting WestK to Central has served 155,000 passengers since November, while the unified "WestK Ticketing" system debuts in late 2026 with WeChat and Douyin platforms already serving mainland visitors.
The Authority continues implementing revenue-generation measures to achieve long-term financial sustainability while strengthening Hong Kong's position as an international cultural hub.
