Kwai Chung district councillor Agnes Chau Kit-ying has publicly apologized after parking in a fire lane at a public housing estate, reigniting public debate over officials' conduct.
The incident marks the second traffic violation involving a district-level official in three weeks, following New People's Party lawmaker Judy Chan Kapui’s wrong-way driving case on January 23 (Fri).
According to reports, Chau’s vehicle was seen parked in the clearly marked fire lane next to her ward office at Shek Lei Estate yesterday around 5pm.
In response to Sing Tao Daily, sister publication of The Standard, Chau acknowledged her wrongdoing, stating that she parked there to quickly unload a large shipment of materials for the office.
She expressed genuine regret, acknowledged the poor impression created and the breach of rules, and promised to strictly follow regulations moving forward.
She explained that she was transporting five tables, four boxes, two bags of supplies, and a backdrop stand. Carrying these items would have required a six- to seven-minute walk up a steep slope from the main car park.
With most volunteers being elderly and unable to handle heavy loads, she said the situation made unloading particularly challenging, leading to her decision.
It is understood that the entrance was barred by a metal chain and a locked fire gate, both marked with clear “Keep Clear” warnings—access is allowed only for fire engines.
In response to concerns over the abuse of privilege, she said the estate security guard only opened the locked gate after she explained her difficulties and asked for help.
She stressed it was a one-off incident and that she fully understands the area is reserved for fire engines.
“He knew we were in trouble and helped us. I also moved the car immediately when he told me someone had complained. Please don’t blame the guard; he was very responsible,” she added.
Chau, who belongs to the Hong Kong Federation of Trade Unions, also serves on the district’s Transport Committee, a position that involves promoting traffic safety.
