A popular Hong Kong television program, TVB’s “Scoop,” broadcast a report on Friday that has stirred public outrage after a viewer submitted footage of a couple allegedly engaging in inappropriate behavior in a public area.
The incident occurred in the early morning at Cheung Fat Plaza, a busy open space in Tsing Yi’s Cheung Fat Estate, where the pair was seen at a staircase, a highly visible location frequented by residents and passersby.
The footage showed a man and a woman, both shirtless, appearing to rest after what was described as an intimate activity.
The woman was seen calmly putting her clothes back on, while the man adjusted his trousers and remained shirtless, sitting on the ground.
At one point, the man was observed handling a tablet device, raising speculation that he might have been recording the incident.
The area, located near a shopping mall and sports center, is surrounded by residential buildings and is a common thoroughfare for children, heightening concerns about the impact of such behavior.
Local residents expressed shock and disapproval, noting that the open nature of the location made the incident particularly inappropriate.
Many emphasized that such activities should be confined to private settings, especially given the early hour of around 7:30 AM and the presence of families nearby.
This was reportedly the first time such an incident had been observed in the area, despite years of regular activity at the nearby fitness center from which the footage was captured.
Under Hong Kong’s Criminal Offences Ordinance, indecent exposure in a public place is a criminal offense, punishable by a fine of up to HK$2,000 and imprisonment for up to six months.
