Hong Kong's Education Bureau has introduced enhanced national security protocols for all schools, requiring comprehensive monitoring of reading-related activities and external collaborations under newly updated administrative guidelines.
The revised School Administration Guide mandates that school librarians coordinate with management to review all campus reading activities—including student programs, extracurricular events, and external services—to prevent any content that could endanger national security.
The guidelines specify that schools must conduct thorough background checks on external organizations, guest speakers, and service providers before approving any activities.
This includes scrutinizing the nature, format, and political background of all proposed events to ensure alignment with educational objectives while excluding politically sensitive or controversial content.
While schools may still engage external services, particularly non-commercial offerings, all collaborations must now undergo rigorous vetting to eliminate content involving political propaganda, inappropriate values, or threats to national security.
The updated framework extends to activities organized by parent-teacher associations, alumni groups, and external tutors, emphasizing that all school-affiliated programs must actively safeguard against prohibited content.
