Electricity has been gradually restored to I-Feng Mansions in To Kwa Wan following a three-day outage caused by a leaking saltwater pipe on Saturday (26th). However, ongoing electrical faults in some Blocks A and C flats have led to repeated circuit breaker trips, delaying full recovery.
The incident initially cut power and water supply to all four blocks of the residential complex. While Blocks B and D regained permanent electricity by early Sunday morning, temporary power was only reinstated to Blocks A and C around 3am today.






Kwan Ho-yeung, a Kowloon City District Councilor, explained that the electrical meter rooms in Blocks A and C suffered severe flooding, requiring extensive repairs before permanent power can be restored.
The building’s owners’ corporation is currently in discussions with utility contractors, though the timeline for full restoration remains unclear, he said.
Kwan noted that while power has been temporarily restored, leakage currents in some units caused repeated tripping in the provisional supply system.
He said volunteers and technicians are now inspecting affected households to identify faulty wiring. He assured residents that the temporary system has high safety standards and poses no immediate danger despite the disruptions.
Leo Yeung Ho-shing, a member of the To Kwa Wan care team, added that many residents returned to their homes at dawn but soon encountered recurring power cuts due to leakage issues.
The exact number of affected units remains unknown, and volunteer teams are coordinating with electricians to resolve the faults systematically, said Yeung.
