The government plans to introduce incentives for the prompt application for the recognition of Basic Housing Units while prohibiting the renewal of leases for unqualified subdivided units that are set to expire within three years, according to sources.
It is understood that the authorities have preliminarily formulated the legislative framework and details regarding Basic Housing Units as part of the proposed regulatory regime, following the public consultation that concluded last month.
Sources revealed that the recognition fee will be waived for the early batch of flats applying to be recognized as Basic Housing Units.
Meanwhile, landlords are not allowed to renew rental contracts with tenants that are set to expire within the next 30 to 36 months until the revamping of the unit is completed to adhere to Basic Housing Unit standards.
The government will also recognize units facing non-enclosed air shafts with garbage disposal access, sources said, after the Secretary for Housing Winnie Ho Wing-yin hinted last month at potential flexibility regarding the prohibition of windows facing light wells.
