Over 50 percent of makeup bases and primers were found to contain potential endocrine-disrupting ingredients that may affect sex hormones or potentially impair fertility, according to the Consumer Council.
A makeup base or primer is typically the initial step in makeup routines, helping to achieve a radiant and flawless look.
After reviewing 37 models priced between HK$108 and HK$995, the council found that 17 out of the 20 models claiming to provide sun protection contained UV filters such as ethylhexyl methoxycinnamate (EHMC), homosalate and octocrylene that may pose endocrine-disrupting risks.
Only three of the 20 sun protection models — Guerlain Parure Glod Skin Correction & Protection SPF 50+, Hourglass Veil Mineral Primer SPF15, and MAC LIGHTFUL C+ Coral Grass Tinted Primer SPF45 — did not contain any of these concerning UV filters.
The council, citing research by the Danish Consumer Council THINK Chemicals, noted that these harmful substances may affect sex hormones, potentially impair fertility, cause genital malformation in newborns, provoke premature puberty, and increase the risk of breast or testicular cancers.
“Vulnerable groups, including pregnant women, breastfeeding individuals, children, and adolescents should minimize exposure to these substances,” the council warned.
Aside from UV filters, the council’s survey found that 13 models claimed to contain cyclosiloxane compounds -- which act as emollient, humectant, or solvent -- constitute the major sources of pollution when released into the environment.
The survey also noted that 16 of 21 models claiming to contain fragrance have various fragrance allergens, advising individuals prone to allergic reactions to avoid these products.
The council recommended that consumer safety-focused groups collaborate with health agencies to create a priority list and enhance consumer awareness through education and outreach.
“At the same time, traders are called upon to improve formulations to ensure product safety and efficacy while enhancing the transparency of ingredient information.”
