The Hong Kong University of Science and Technology has submitted a proposal to the administration to build a trial zone in Clear Water Bay, as the SAR is expected to commence the low-altitude economy regulatory sandbox pilot scheme in the first quarter.

It comes as the university launched a Low Altitude Economy Research Center, which integrates experts from artificial intelligence, engineering and business to foster the development of a low-altitude ecosystem.
Speaking at a press conference today, Vice President for Research and Development Tim Cheng Kwang-ting said the HKUST campus in Clear Water Bay is an ideal ground for the trial of low-altitude aircraft applications and hopes the university’s advantages in drone and AI technology have set a solid foundation to form a low-altitude economy.
Dean of Engineering Lo Hong-Kam said the university aims to address issues, such as safety, privacy and noise pollution, during its development.
Director of Low Altitude Economy Research Center Li Mo said the center has submitted several pilot projects in the 10-square-kilometer sandbox, including air transportation network strategy, sea-air coordinated cruise by unmanned airships and boats, data platform establishment and low-altitude communications.
The center will also engage in diverse research activities, including a 3D digital model of urban infrastructure that enables real-time management of various flying zones.
