New World Development said the sale for The Pavilia Farm III was carried on in mid-June because the structural safety of the building was certified by a registered structural engineer.
Yesterday New World said tower one and eight of the estate project will be demolished and rebuilt as the wall base failed concrete strength tests.
New World was informed by the project contractor in mid-June that the concrete test data from sections of the wall structure in tower eight didn't meet the requirements. However the sale was carried on.
New World explained that the structural safety of tower eight was certified by a registered structural engineer, following the notification from the project contractor.
It added that the sections of the wall structure that failed the concrete strength test took up only one percent of the wall structure of the whole floor. The situation was not rare and the problem could be solved with other plans, according to the developer.
The completion data and other key dates were also not affected at that time. The sale therefore was carried on in mid-June, New World said.
On the other hand, a team led by engineer Wong Chi-ming was commissioned by New World as an independent third party to conduct additional testing and to monitor the work progress when demolishing and rebuilding the towers.
Wong's team will also review the results of quality check of phase one and two of the estate project, which was conducted by another independent third party.
A full report which digs into the cause of the incident and provides relevant advice will then be submitted to New World as soon as possible.
