Secretary for the Civil Service Patrick Nip Tak-kuen said during an online conference today that authorities will next month request civil servants to sign a declaration of loyalty to the city and the Basic Law.
“Civil servants will have to return the signed declaration within a month, those who refuse will have to give an explanation and will be tied to promotion or face dismissal,” said Nip.
He stressed that the one-month time is not for civil servants to consider signing the declaration or not and it is simply out of administrative need.
Senior officials of the government including secretaries, heads of department and directorate civil servants have earlier took an oath to uphold the Basic Law and bear allegiance to Hong Kong during an oath-taking ceremony held at the Central Government Offices.
