A former member of the Yuen Long District Council has been arrested for conspiracy to defraud and fraud, according to sources.

Lam Chun was arrested near Elm Street, located in Tai Kok Tsui, shortly before 11 am on Tuesday in relation to a fraud case.
The case is still under investigation and was handed over to the Commercial Crime Bureau for follow-up.
Lam resigned as a district councilor in 2021 after the government required councilors to take an oath, and the moving company he founded stated in an online post that it would maintain normal operations and assist the police in the investigation.
It is understood that the case is related to the Technology Voucher Programme (TVP) scam, which has seen over 20 arrests, including Lam.
According to the Innovation and Technology Fund website, only entities registered in Hong Kong under the Business Registration Ordinance, Companies Ordinance, or established in Hong Kong by relevant ordinances as statutory bodies are allowed to apply for the TVP.
The applicants should not be a listed company in Hong Kong, a government-subvented organization, or a subsidiary of any government-subvented organization with substantive business operations in Hong Kong that are related to the project under application at the time of application.
