The swap of three American citizens - Kai Li, John Leung and Mark Swidan - for three Chinese nationals followed what US media organization Politico called an unprecedented deal between the two countries in September to swap Chinese American pastor David Lin - serving a life sentence in China - and an unidentified Chinese national held by the US.
While the swap of Swidan, Li and Leung for three Chinese nationals - again unnamed - may crown Joe Biden's last months in office with a sense of late victory, it also came as Donald Trump acted quickly to fill his administration with officials known for their diehard stance on China.
In addition to releasing three Chinese nationals to Beijing, the US State Department lowered the travel warning to China from Level 3 - thus telling Americans to reconsider travel - to Level 2, urging them to exercise increased caution.
As usual, China offered no information about the particulars of its citizens being released by the US, which is regrettable from a journalist's point of view.Who are they? On what wrongful grounds were they detained by the US? Foreign Ministry spokeswoman Mao Ning provided no details as she confirmed the three had returned home.
According to Politico, which was the first to break the swap news, negotiations over the release of two of the Americans - Swidan and Li - had been going on for some years to no avail until now.Swidan, who lived in Texas, was arrested in 2012 for drug offenses and sentenced to death, with a two-year reprieve, in 2020.
Li, a New Yorker, was arrested in 2016 and sentenced in 2018 to 10 years for spying. Leung was sentenced to life in 2023 on espionage charges.It would be imprudent to read too much into the prisoner swap. Nonetheless, the development may help ease the high tensions between China and the US.
Since China passed sweeping espionage laws and imposed exit bans on dozens of foreign nationals, a number of countries - including the US - have upgraded their travel warnings, with the number of tourists traveling to China yet to return to prepandemic levels.Most recently, China added Japanese to a growing list of nationals who may visit China visa-free despite the lack of a reciprocal arrangement. This would have been inconceivable in the past when reciprocity mattered.
Will the prisoner-swap deal and the US State Department relaxing the travel warning to China create conditions and help pave the way for constructive dialogue to take place between Beijing and the incoming Trump team?We'll continue to monitor developments.
