The project will significantly reduce the travel time of nearby residents by nearly half and result in annual social cost savings of up to HK$500 million, it added.
Regarding the high construction costs, the government is conducting a strategic study to identify the main factors behind these.
The objective is to formulate measures aimed at reducing construction expenses, it said.
Lawmakers have said the high costs are "unreasonable" and "unacceptable," leading the bureau to withdraw the funding application.
They have also indicated they would vote against it unless there is a substantial reduction in construction costs or an alternative proposal.
Scott Leung Man-kwong, representing the A4 Alliance, expressed concerns about the project's cost and feasibility.
He has urged the bureau to explore alternative options or expedite the construction of the Sha Tin Bypass to alleviate traffic congestion.
In response to these dissenting voices, the bureau has said the government thoroughly examined the estimated costs of project components.
"The costs of the overpass and underground tunnel are comparable to those of recent projects, such as the Central Kowloon Route and the Tseung Kwan O-Lam Tin Tunnel," the bureau said.
Out of the total construction cost, about HK$3.7 billion will be allocated to the enhanced overpass and underground tunnels, according to the bureau.
It added the project will not only provide a smooth and convenient travel option for the residents of Ma On Shan and Sha Tin but will also divert and alleviate the growing traffic pressure on Tai Po Road and Tolo Highway.
"If the project is to be delayed for another 10 years, the social cost would amount to as much as HK$5 billion," it said.
The bureau has outlined cost-control measures, such as a digital works supervision system to monitor construction progress and integrated modular construction to enhance productivity.
