The Independent Commission Against Corruption (ICAC) has opened recruitment for Commission Against Corruption Officers and Assistant Commission Against Corruption Officers, with applications closing on March 23. A two-day Experience Day will be held in mid-March for interested applicants.

This year, the ICAC will adopt an integrated recruitment approach. Unlike previous exercises, where departments hired separately, the anti-graft body will recruit simultaneously for its Operations, Community Relations and Corruption Prevention departments.
Successful candidates will complete an induction training course before beginning their first posting in the Operations Department. Depending on operational needs and individual performance, officers may later rotate across enforcement, community education, corruption prevention systems and international anti-graft work.
New recruits will undergo a 20-week induction course — the Professional Diploma in Anti-corruption (PDA) — accredited at Level 5 under the Qualifications Framework, equivalent to bachelor’s degree level.

The course covers core anti-corruption knowledge and practical skills, including local and international anti-corruption laws, investigative procedures, evidence gathering, digital forensics, financial investigations, firearms training and physical fitness. It also includes integrity education, new media outreach, and public and private sector corruption prevention strategies.
The ICAC will host its Experience Day at headquarters in North Point on March 14 and 15, with around 1,000 visitors expected. Registration is open until March 6.
Participants will be able to experience aspects of ICAC duties through enforcement demonstrations, integrity education sessions, prevention workshops and interactive activities.
Applicants may also take an on-site physical fitness test. Those who pass will be certified as meeting the 2026 recruitment fitness requirements. The assessment includes a 15-meter progressive aerobic cardiovascular endurance run, grip strength test, one-minute push-ups and one-minute sit-ups.
The starting monthly salary for a Commission Against Corruption Officer is HK$54,700, rising to a maximum of HK$111,005. Applicants must hold a bachelor’s degree or equivalent from a Hong Kong university.
For Assistant Commission Against Corruption Officers, the starting salary is HK$27,620, with a maximum of HK$50,070 per month. Applicants must attain Level 2/E or above in five subjects in the Hong Kong Diploma of Secondary Education (HKDSE) or the Hong Kong Certificate of Education Examination (HKCEE), or hold equivalent qualifications.
Applicants may apply for both positions or choose to apply for one. Written examinations are expected in mid-April, assessments in June and selection interviews in July.
