The Development Bureau announced on Monday that it has awarded the short-term operation of the Former Hung Hom Railway Freight Yard Pier to Bay Area Media Limited for three years to transform it into a vibrant public harborfront attraction with events, dining, and open space.

The Development Bureau announced today that Bay Area Media Limited (BAML), a subsidiary of Bauhina Cultural (Hong Kong) Holdings Limited, won the open quotation to develop, operate, manage, and maintain the Former Hung Hom Railway Freight Yard Pier as a harborfront event space for about three years.
The tender used a two-envelope system, with technical proposals weighted at 70 percent and price at 30 percent.
Two bids were received. BAML secured the contract with the highest combined score, offering around HK$1.33 million for the term.
BAML plans to turn the 1.8-hectare pier into a new Victoria Harbour destination.
More than half the waterfront area will become public open space offering panoramic views of the harbor and Hong Kong Island skyline.
The rest will feature catering, entertainment, and an iconic multi-functional venue at the pier’s tip for culture, arts, and technology performances.
Adjacent waterfront land will host a creative zone and pet-friendly park.
Planned activities include art and technology exhibitions, open markets, music and movie screenings, nighttime drone and light shows, and more. Accessibility improvements will also be made for visitors.
The government completed basic site upgrades and is handing over the pier to BAML for preparation.
The site will open to the public in phases starting next month, with details to be announced by BAML.
The initiative aims to revitalize the pier as an interim event and public space before long-term development of the Hung Hom harborfront area.
