A 39-year-old married former primary school teacher, Wong Lok-tin, was sentenced to 27 months in prison on Thursday for sexually assaulting a 13-year-old female student and filming one encounter without consent.
Wong had earlier pleaded guilty to five counts of unlawful sexual intercourse with a girl under 16 and one count of making child pornography, with an additional similar count left on file.
The offenses involved unlawful sexual intercourse with the victim, known as X and aged 13 to 14 at the time, on three occasions between June 2021 and September 2022 at a flat in Ming Yuen Mansions.
District Court Judge Stanley Chan Kwong-chi strongly condemned Wong for exploiting the victim's vulnerability to satisfy his own desires.
The court heard that during one encounter, Wong filmed X while she was blindfolded and her hands bound, despite her objections—an act the judge described as taking her by force.
In mitigation, the defense argued there was no threat, force, or financial coercion, portraying the crimes as out of character amid stress from a two-year investigation.
Wong expressed shame and regret, apologizing to his wife for the social and emotional pressure she faced, promising no repetition and to set a proper example for his young child through responsible behavior.
His wife submitted a letter describing him as reliable, helpful, and a responsible father, stating she had forgiven him and would support him.
However, Chan noted that revoking Wong's social worker license did not reduce reoffending risk, as the acts stemmed from personal sexual desire rather than professional role.
A psychological report showed Wong prioritized his reputation over harm to X, displayed victim-blaming tendencies, and posed a significant reoffending risk, with experts recommending professional counseling.
The victim impact report detailed X's severe depression, anxiety, post-traumatic stress disorder, self-harm, suicidal thoughts, and disruptions to studies and relationships, with recovery expected to be long despite recommended counseling.
Chan criticized Wong for focusing on his and his family's well-being over the trauma to X and her father, highlighting the 22-year age gap and breach of long-built trust.
Aggravating factors included not using condoms, filming without consent, pressuring secrecy, and falsely claiming birth control pills were for period regulation when intended to prevent pregnancy.
Under caution, Wong claimed deep feelings for X and a desire to help her escape a chaotic life, but message exchanges revealed selfish motives.
Wong received two years for the sexual offenses and three additional months for child pornography, totaling 27 months' imprisonment.
