At around 9am today, motorcycle traffic officers observed the driver using a mobile phone without wearing a seatbelt near the junction of Waterloo Road and Prince Edward Road West.
When officers signaled him to pull over, he ignored the instruction and sped away, driving dangerously against traffic on Waterloo Road.
He abandoned his car on Princess Margaret Road outside Scientia Secondary School, fled 400 meters to a pedestrian bridge near Man Fuk Road Garden, and climbed the railing.
The police urged him to calm down and come down from the railing, successfully subduing him shortly and taking him back to the vehicle for questioning.
