Major property developers in Hong Kong are tightening smoking rules on construction sites, with some already imposing lifetime industry blacklisting for workers caught lighting up, as the Real Estate Developers Association collects views on a possible sector-wide ban.
The Real Estate Developers Association of Hong Kong confirmed it is gathering feedback from members on introducing a complete smoking ban across all construction sites. No formal meeting on the issue took place today, but the association said it will release further details once a clearer position emerges.
Earlier reports suggested the association’s executive committee chairman, Stewart Leung, personally supports a full ban and believes most members would follow unified guidelines if consensus is reached.
One of the city’s largest developers, CK Asset Holdings, said its sites have long prohibited smoking but previously allowed designated smoking areas for workers.
The group has now removed that concession and stepped up penalties: anyone caught smoking faces immediate dismissal, removal from the site, and formal reporting to the Construction Industry Council, effectively placing them on an industry-wide “never re-employ” list.
Sources say Henderson Land Development has adopted a similarly strict approach, with offenders also risking permanent exclusion from its projects and potential wider blacklisting across the sector.
