A 36-year-old clerk with a previous conviction for upskirting was arrested in June after security staff at Hong Kong Disneyland spotted him using a small mirror to secretly film under a woman’s skirt, marking the second time he has been caught for the same offense.
Leung Man-hay appeared at West Kowloon Magistrates’ Court on Thursday and pleaded guilty to one count of unlawfully recording or observation of intimate parts.
Principal Magistrate Don So Man-lung ordered him remanded in custody and adjourned sentencing until 22 December so that background and psychological reports can be prepared.
The court heard that Leung already has a conviction for an act of outraging public decency linked to upskirting.
When asked how the new case differed from the old one, the defense said the earlier conviction followed a trial and mental health issues had only later been identified but claimed Leung’s condition has since improved with treatment.
Lawyers asked for a non-custodial sentence so he can continue therapy, arguing he has now learned his lesson.
Magistirate So remained unconvinced and said he needed professional assessments before deciding on punishment. Leung will remain remanded until the next hearing.
