Local media reported that a 34-year-old Japanese man, Masamori Nishimura, was also arrested in connection with the case.
Nishimura is suspected of instructing the women, aged in their 20s and 30s, to wear specially modified underwear containing hidden gold powder on a flight from Hong Kong to Tokyo’s Haneda Airport in July.
The smuggling attempt was reportedly intended to evade about 9.87 million yen (HK$506,800) in taxes.
The four were slapped with charges of violating customs law and consumption tax law, which the four had reportedly admitted to.
