Hong Kong reported a 152% increase in drug-related arrests among youth under 21 during the first half of 2025, largely driven by etomidate use, despite an overall 4% decrease in reported drug abusers.
According to the Central Registry of Drug Abuse, while overall drug abuse cases dropped to 2,919 from 3,055 compared to the same period last year, youth under 21 showed a slight increase from 453 to 457 cases. Nearly half (211) involved etomidate use, making it the most commonly abused substance in this age group, followed by cannabis and cocaine.

The Action Committee Against Narcotics chairman Dr. Donald Li Kwok-tung noted etomidate abuse has become prevalent across Asian regions, emphasizing the need for enhanced public education, particularly targeting young people. He warned against misconceptions that etomidate resembles ordinary e-cigarettes, stating "etomidate is a dangerous drug."
Law enforcement statistics revealed 1,938 drug-related arrests in first half 2025, up 20% from 1,611 last year. Youth arrests surged from 122 to 307. Among concluded court cases, over half of convicted youth drug traffickers received prison sentences exceeding five years, with maximum sentences surpassing 20 years.
Authorities reminded youth that young age doesn't constitute mitigation for drug offenses. Since 2009, 38 cases have successfully received enhanced sentencing under the Dangerous Drugs Ordinance for exploiting minors in drug trafficking.
