Starting January 25, 2026, Hong Kong taxi drivers will be restricted to two mobile devices on their dashboards, a move by the Transport and Logistics Bureau to enhance road safety.
The bureau submitted a proposal to the Legislative Council today to limit dashboard devices, addressing concerns about distracted driving caused by multiple screens.
Effective next January, drivers can use up to two devices, each with a screen no larger than 19 centimeters diagonally, slightly larger than the previously proposed 18 centimeters.
This adjustment accommodates newer device models. The amendment will be gazetted tomorrow (Sep 5) and presented to the Legislative Council on September 10 (Wed), for fast-tracked review.
Current laws prohibit drivers from holding mobile phones or using them hands-free between head and shoulder while driving.
However, many taxi drivers rely on dashboard-mounted smartphones or tablets for ride-hailing apps, navigation, and passenger communication.
A 2024 Transport Department survey found most drivers use fewer than two devices, supporting the proposed limit.
The bureau recognizes the need for real-time tools like navigation and ride management, but warns that excessive devices can distract drivers or block their view, risking road safety.
The 19-centimeter screen limit ensures compatibility with current mobile devices while prioritizing safety. The bureau will monitor technological advancements to assess further regulations for device usage in vehicles.
Additionally, the bureau proposed that newly registered school buses must have seat belts from January 25, 2026, with existing buses required to comply by December 31, 2028.
These rules will also be gazetted tomorrow (Sep 5) and reviewed on September 10.
