The government anticipates a preliminary study of the To Kwa Wan Harbourfront project in the second half of this year, aiming to create a world-class Victoria Cove area, according to the Urban Renewal Authority (URA).
URA Managing Director Wai Chi-sing noted in his blog that the study has been ongoing since March and will encompass the 798-hectare area, including the To Kwa Wan Promenade, the surrounding coastal zone, and adjacent waters.
The inland area will also extend north to Kowloon City, east to the Kai Tak Development Area, and west to the Ho Man Tin hills and the green belt near the Ko Shan Theatre.
Enhancing connectivity between inland areas and harborfront
Commissioned by the URA, the study explores the feasibility of utilizing existing water bodies and waterfronts to create diverse zones while enhancing connectivity between inland areas and the harborfront.
Wai said that the initiative aims to unlock and fully integrate the development potential of Victoria Harbour's waters, coastline, and inland urban infrastructure.
Meanwhile, Wai highlighted that the waters off Kai Tak Sports Park and Ma Tau Kok Road are located in the inner harbor and could be utilized for low-impact water activities such as rowing and canoeing.






Floating platform under consideration
He noted that a floating platform could also be added as a performance venue to hold concerts, and so on.
Wai noted that part of the waters off To Kwa Wan is currently designated as a typhoon shelter with two breakwaters, and authorities plan to repurpose barges not involved in construction for use in catering outlets or outdoor concerts.
He added that the barges could also be converted into special light displays or swimming pools as well as floating beaches.
In addition, art installations can also be placed on the breakwater as photo spots for citizens and tourists, providing a diversified leisure and entertainment experience.
The government will discuss further with various stakeholders, as the initiative must comply with regulations and licensing application requirements.
