In a significant move to strengthen bilateral trade relations, Hong Kong Customs and the United Arab Emirates Customs Authority have made substantial progress in finalizing two pivotal agreements during high-level meetings held this week.
The discussions centered on implementing a Customs Co-operative Arrangement (CCA) and establishing an Authorized Economic Operator (AEO) Mutual Recognition Arrangement (MRA), both designed to streamline cross-border trade while maintaining robust security standards.
The negotiations took place during an official visit by a UAE delegation led by Suoud AlAgroobi, Director of International Customs Relations at the UAE's Federal Authority for Identity, Citizenship, Customs and Port Security.
The two-day engagement from April 23 to 24 included comprehensive working sessions and field assessments at local businesses participating in Hong Kong's AEO program.
During the meetings, Hong Kong Customs officials and their UAE counterparts achieved several key milestones. The teams conducted thorough evaluations of operational procedures through joint validation visits to both established and prospective AEO companies, ensuring alignment with international trade facilitation standards.
These on-site inspections form a crucial component of the proposed AEO mutual recognition framework, which will grant certified businesses expedited clearance benefits in both jurisdictions.
Simultaneously, senior representatives from both customs administrations reached consensus on multiple aspects of the broader Customs Co-operative Arrangement.
The advancing partnership reflects the growing economic ties between Hong Kong and Middle Eastern markets, particularly in logistics and high-value trade sectors.
