The notice, shared on Facebook by a resident, emphasized that all contractor employees in the estate, including security guards, cleaners, and maintenance staff, are bound by the Prevention of Bribery Ordinance and hence forbidden to accept any "red packets" or gifts from residents during the New Year.
The post sparked mixed reactions. Some netizens recalled how security guards often solicited red packets, noting increased staff and efforts during the New Year, while others defended that giving small amounts of red packets is harmless.
Under the Prevention of Bribery Ordinance, giving gifts can be classified as providing an advantage. If the giver and recipient are connected through work, the recipient must have the employer's consent to accept any gifts.
Security staff in public housing are strictly prohibited from accepting red packets, while those in private estates must obtain approval from the owners' corporation and the employer.
