Footage that circulated online Wednesday shows the men cruising along the shoulder of the expressway as vehicles fly by.
A man in a white shirt can be seen driving the mobility scooter, carrying the passenger wearing a red shirt. The basket installed at the front of the scooter was fully loaded, while a large nylon bag was placed in the space between the driver and the handlebars. Two crutches can also be seen attached to the rear of the scooter.
In response to media inquiries, the police force said they received reports of the event at 4 pm Wednesday and dispatched officers to intercept on Stonecutters' Bridge.
The force said the two people on board the mobility scooter were from the mainland - 63-year-old Zhu and 62-year-old Li, who claimed to have lost their way on a test drive after purchasing the mobility scooter.
Officers later led the two off the bridge, said a police spokesman, without giving details whether the two were arrested.
