A taxi driver has incurred the maximum of 10 points under the new Taxi-Driver-Offence Points (TDOP) Ordinance, which came into effect last week, according to the Transport Department.

The demerit point system covers 11 taxi-driver-related offenses, including overcharging fares, taking detours, and refusing rides, amongst other offenses. The offenses were categorized into three layers based on the seriousness and assigned 10, five, and three penalty points, respectively.
Taxi drivers who have been docked 10 points must take a self-paid service improvement course within a specified period. Otherwise, they may face a fine of HK$5,000 and imprisonment for one month.
The chairman of the Hong Kong Taxi and Public Light Bus Association, Chow Kwok-keung, is concerned that passengers might abuse the TDOP mechanism while stressing zero tolerance for “black sheep” in the industry.
He emphasized the necessity of implementing appropriate regulations while acknowledging that the current system places significant pressure on drivers.
He hoped passengers would refrain from misusing the complaint mechanism by excessively criticizing drivers.
As for installing cameras in taxis, Chow said the recordings could safeguard both drivers and passengers' rights when disputes arise regarding complaints.
