The incident happened at 9.38am after an explosion was heard in a CLP meter room near Cheung On Estate On Mei House in Tsing Yi, causing a power outage for the entire building. Several lifts in the Estate were out of power, and multiple units suffered from power outages.
CLP spokesman stated that a fault occurred in the underground cable, affecting 388 customers. The power supply was fully restored at 11.04 am.
This was the second incident for the CLP's power network in Tsing Yi within a week after residents reported hearing an explosion and smoke emitting from the Nga Ying Chau Street CLP substation last Monday (Jan 1).
The power giant said it was caused by an equipment malfunction at the substation and the automatic protection system immediately isolated the faulty part, causing a voltage drop. The Fire Services Department said it had recorded a total of 20 cases of people being trapped in lifts and five cases of automatic fire alarms in Kwai Ching, Sha Tin, and Ma On Shan due to the incident last week.
CLP stated that the two incidents were unrelated.
The Environment and Ecology Bureau said it was "extremely concerned and shocked" by the two power incidents in such a short period of time, as a stable and safe power supply is crucial to the public.
The Secretary for Environment and Ecology Tse Chin-wan also expressed his disappointment directly to CLP Power Managing Director Joseph Law Ka-chun and requested CLP to launch a comprehensive review of its power supply system and carry out preventive inspections and maintenance arrangements to ensure that the incident will not happen again.
The Electrical and Mechanical Services Department will hold a meeting with CLP on Monday to follow up in detail. It also requested the power company identify the incident's cause and submit a detailed report within two weeks.
