The crewmen saw those people on the island waving their hands and crying for help as the boat passed through the waters opposite the island around 6 am.
They then reported to the police and the marine police as soon as they reached near the lighthouse. Officers then found at least 28 non-Chinese men and believe all of them to be illegal immigrants.
They were all arrested and sent to the Marine Police Aberdeen Base to assist with further investigation.
A helicopter from the Government Flying Service was also dispatched to the scene at once.
This marks the third illegal immigration case recorded this week, with the number of illegal immigrants exceeding 50.
Police earlier learned that there were taxis picking up Southeast Asians near the High Island Reservoir East Dam. Around 8 am on Wednesday, officers intercepted three taxis and arrested 10 men. They also arrested another five, intercepted by the roadblocks.
Around 6 am on Sunday, fishermen in the area of Kwo Chau Islands heard someone crying for help and reported to the police. Rescuers later found nine Pakistani men on Shue Long Chau and sent them to the Sai Kung Marine Police Base.
