Carrie Lam says she acted to greatly tighten anti-Covid measures because of WhatsApp messages from pandemic adviser and outgoing dean of HKU Faculty of Medicine, Gabriel Matthew Leung.

At Wednesday’s press conference, Lam said that as time was running out the government did not have a meeting with government pandemic advisers before announcing the stringent anti-Covid measures.
But Lam said she was aware of opinions of medical experts like Yuen Kwok-yung, Ivan Hung Fan-ngai, Tsang Kay-yan and Gabriel Leung in media interviews.
Leung proposed tightening the measures in 24 hours.
Lam said Leung had texted her and Secretary for Food and Health Sophia Chan Siu-chee late on Tuesday night about his opinion. The government had a meeting on Wednesday morning and make the announcement in the afternoon.
