Secretary for Security Chris Tang Ping-keung said the “Hong Kong Parliament” and the “Hong Kong Democratic Independence Union” have undermined the nation’s fundamental constitutional order, as the government moves toward banning both organizations.
Tang announced on Monday (Nov 24) that he is considering orders “to prohibit the operation or continued operation” of the Canada-based “Hong Kong Parliament” and the Taiwan-based “Hong Kong Democratic Independence Union” under the Safeguarding National Security Ordinance (SNSO).
Speaking to reporters on Tuesday, Tang said both groups were created to subvert state power, promote so-called “self-determination” — a term he said is synonymous with Hong Kong independence — and even draft a so-called “Hong Kong Constitution.”
“This undermines the basic system of the national constitution and the governing bodies of Hong Kong and the country,” he said.
Tang said the government has issued written notices to both organizations, giving them an opportunity to make representations before any prohibition orders are issued.
He added that 19 members of the “Hong Kong Parliament” who have fled overseas are currently wanted. One member who remained in Hong Kong was recently arrested and convicted of seditious intention, receiving a 12-month prison sentence.
Meanwhile, four members of the “Hong Kong Democratic Independence Union” have been charged with conspiracy to commit secession.
Tang warned that if the groups are formally designated as “prohibited organizations,” anyone serving as a member, attending or organizing meetings, attempting to recruit others, or providing financial or other support would face up to 14 years in prison and a HK$1 million fine.
Ahead of the upcoming Legislative Council election, Tang emphasized that any attempt to interfere with the election “by any means” will be met with strict enforcement.
He said authorities are currently handling 35 election-related cases, including criminal damage and theft of campaign materials, with 29 arrests made so far. Any acts that violate the Elections (Corrupt and Illegal Conduct) Ordinance will be pursued according to the law, he added.
