The Hong Kong Police Force (HKPF) held the inaugural Ethics Governance Roundtable in Hong Kong on Wednesday (Nov 12), with the International Criminal Police Organization (INTERPOL), Independent Commission Against Corruption (ICAC), and representatives from various countries joining.
Topics concerning ethics governance, including personal financial risk management strategies, were discussed during the Round table.
Chan Joon-sun, Deputy Commissioner of Police (Management), led the HKPF representatives, and the INTERPOL delegation was led by Eugênio Ricas, Director of the Office of Internal Oversight. The Deputy Commissioner and Head of Operations of ICAC, Yau Shu-chun, also participated as the leader of ICAC representatives.





Consuls and liaison officers based in Hong Kong representing Australia, Indonesia, Japan, Mongolia, the Netherlands, the Philippines, Thailand, and the United States participated in the discussions.
Participants shared the frameworks and measures to enhance ethical awareness and a mindset of financial prudence among officers within their organisation. They also reached a consensus to shape the future of ethical policing through strengthened cross-boundary coordination, collaboration, and a collective commitment among international agencies.
“Police mandates are not only granted by law, but built by the trust of the people being served. In a world of increasing complexity, trust cannot be assumed. It must be earned every single day through actions, transparency, and accountability,” Chan said.
Ricas from INTERPOL thanked the international corporation platform the HKFP provided. He pointed out that the roundtable fully demonstrated the active role of Hong Kong in facilitating cross-border dialogue and cooperation.
HKFP said that they will continue to leverage Hong Kong's role as a "super connector" through various international policing platforms, including INTERPOL. It is also committed by HKFP to improve professionalism, ensuring the city's long-term stability and prosperity.
