Neighbors rushed to the scene after receiving a photo of Fung standing on the rooftop edge and a suicide note sent via WhatsApp. In the note, Fung expressed being "tormented for nearly 28 months by the Hong Kong Settlers Housing Corporation and their legal team," stating he was using his "humble life to protest" against being forced to sign an unfavorable relocation agreement.
Approximately a dozen households remain in the estate awaiting relocation. According to neighbors, Fung had been pressured to sign a surrender agreement by the property management company yesterday. When residents reached the rooftop, they found Fung already bleeding from his wrists outside the railing.

A neighbor surnamed Chow reported that Fung became agitated upon seeing fire engines arrive, shouting "firefighters don't come in." Chow held onto Fung's collar to prevent him from jumping while others attempted to calm him.
Fung's suicide note specifically mentioned the company forcing residents to sign legally disadvantageous documents presented as "agreements." He emphasized that despite his depression diagnosis, his protest was unrelated to his mental health condition and expressed concern about posthumous misrepresentation.
Firefighters and residents eventually persuaded Fung to retreat to safety. He was transported to the hospital for treatment of his injuries.
