Speaking at the Hong Kong Laureate Forum, Chan stated that the forum aims to support global and local scientific development and to accelerate Hong Kong's transformation into an innovation and technology hub.
He highlighted that young scientists play a vital role in driving technological progress, noting that the four-day forum had invited approximately 200 young scientists to participate.
Hong Kong is home to five universities ranked among the top 100 globally, he added, which are conducting cutting-edge research and nurturing the next generation of scientists and innovative talent.
Meanwhile, the government will integrate three major scientific and technological innovation parks and five key research and development institutions.
Chan stated that the authorities have formulated various policies, including launching a Frontier Technology Research Support Scheme (FTRSS) with HK$3 billion in funding.
The scheme will assist eight local universities in recruiting top-tier scientists and researchers, as well as in establishing the necessary facilities.
Additionally, Chan called on the citizens to cast their votes in the Legislative Council election on December 7.
