The meeting focused on the work directions of three working groups, which are respectively responsible for devising development and operation models, the planning and construction of a university town, and overall planning and development.
Lee directed the groups to convene immediately and commence operations, requiring them to report their specific plans back to the committee.
He reiterated that the Northern Metropolis, which will account for one-third of Hong Kong's total area and future population, possesses unique locational advantages.

Lee emphasized that the vast project will serve as a new engine for the city's long-term economic growth, creating a substantial number of employment opportunities, boosting incomes, and enhancing overall competitiveness.
Accelerating the development of the metropolis is a key strategic priority for the city's future, he stressed.
The committee, a key initiative from this year’s policy address, is tasked with streamlining administrative workflows and removing regulatory barriers.
To further this goal, the government also pledged to introduce dedicated legislation to accelerate the project's progress.
