In his fourth Policy Address, Chief Executive John Lee unveiled an ambitious and aggressive strategy to accelerate the development of the Northern Metropolis, positioning it as the foremost new engine for Hong Kong’s economic growth.
Anchoring his annual blueprint in the twin pillars of bolstering the economy and improving people’s livelihood, Lee declared the vast northern project holds immense potential that will be unlocked through a new, high-powered governance structure.
To spearhead this pivotal initiative, Lee announced he will personally establish and guide the Committee on Development of the Northern Metropolis.
This top-level committee will be tasked with formulating the specific operational models for the various development areas within the metropolis, ensuring a cohesive and strategic approach.
The plan involves a multi-pronged strategy to overcome previous bottlenecks.
Lee pledged to expedite the development of the University Town, a key component of the innovation and technology corridor. A major focus will be on streamlining administrative procedures by systematically removing barriers and easing restrictions that have historically slowed progress. The government will also adopt innovative, safe, efficient, and cost-effective construction practices to deliver infrastructure at pace.
In a significant move to fast-track the entire endeavour, the Chief Executive revealed plans to introduce dedicated legislation specifically for the Northern Metropolis development, creating a legal framework designed to cut through red tape.
Beyond physical construction, the strategy includes a robust plan to attract and cultivate target industries to create a vibrant economic hub that generates employment and enhances overall productivity.
The government will formulate bespoke preferential policy packages to improve efficiency and flexibility during negotiations with enterprises looking to establish or scale up their operations in the area.
This proactive approach is designed to create more high-quality, high-income jobs for the people of Hong Kong and provide a substantial boost to the city’s economic productivity, said Lee.
